|I haven't used hmail, but it is supported by HELM, which is a windows |only control panel. So I don't think there are any PHP requirements.
I can definately vouch for hMailServer, a very good product, easy to install and run. Supports IMAP too, which not all other free servers does. No requirements at all for PHP, unless you need remote administration (otherwise admining is done through a GUI on the server, which you may be able to access through VNC/terminal services). I am actually running php on that machine, for SquirrelMail, but i didn't manage to get the remote admin thing running (didn't spend much energy on it).
