Currently CF is licensed per 2 CPUs (as well as this distinction
between Standard and Enterprise). To run 50 instances in any stable
way, more than 2 CPUs will be necessary, so that model would
drastically cut the number of licences sold.

However it would be interesting to see if Adobe could review the
pricing model is some way, because I agree that some of those features
would make a difference to some small shops.
