So back to my original question:
Installing CF on a Virtual Machine does it need an additional license to the 
one on the Host of the Virtual Machine?

My understanding is NOPE!  It is very similar to the CF Enterprise being 
configured to run under multiple J2EE instances.  Only one license needed for 
the box.  (Assuming no more then 2 cpus on the box.)
