We use spam cop but give it a relatively low weight when it comes to marking spam. It has way too many legit servers on it.
BTW. Spamcop is also the RBL that blacklists servers that deal out bounce backs. I don't know many mail servers that try again after 15 seconds. I can't find any specific documentation, but most mail servers try once every minute for the first hour I think for temporary failures.
