That's the Holy Grail for all SEOs....and it changes frequently ;-) No it's not as sinmple as click popularity....there is keyword density, inbound links, analysis of the content in general...and on and on and on ;-) You'll want to look at .HTACCESS files and how to use them to tell bots pages have been removed or to re-direct them to the new page.
