Kaboom! Believe it or not (I didn't) the culprit is DW8. There is/was a bug 
with the "Maintain Synchronization" setting, so turn that off. I
*think* it may have been fixed in the last updater.


I was actually aware of that issue, but had not thought of it, because the 
sites I'm working on do not show that option.  One has no remote location yet 
as it only exists on my local machine which I have configured as the testing 
location.  The others now use VSS instead of the local/network option where the 
"Maintain Synchronization" is located.  

But I just tried the idea of selecting the local/network option to bring up 
that check box, uncheck it, then return to the option I actually desire.  After 
saving the configuration and coming back, I noticed that the box remains 
unchecked, even though I am not using the connection type it belongs to.

I'll inform the group if this seams to improve performance.  How annoying would 
this be; having that box checked even when it should not apply, causes this 
issue.

SOLVED
This does seem to have been the issue, even though I am not using the option 
that has the "Maintain Synchronization" selection.  Anyway for the last half 
hour I have not had to restart the service to have any change recognized.
