Use word, "save as html", clean it up, export it.

That's usually the answer, but not very helpful if you need to do it on a
server.

Since it's just plain text, it should be pretty easy to write a parser,  at
least
a basic one.  There is a good book on RTF, it's pretty much the only one
out there, can't remember the name.  The first couple of chapters are
available
on the web, and would get you through the basic parsing of an RTF.

Don't know of any utils off hand, but if you find one, holler- I rather like
RTF
for some reason.
