I have installed BlueDragon onto one of the Server4you Linux VPS which has 256 MB Ram without any problem.
If you plan to use VPS, I would also recommend to consider a Linux based solution. But nowadays dedicated server prices are also acceptable. You can find a Linux dedicated server around 50 USD/month.
