So the files are always there? You arent building the files dynamically from stored data or anything like that? Or moving them around a lot? If not, I don't know what to tell you without digging into it myself. Sorry.
Actually... why are more than 1 users getting an error for a physical path to a file? Are you doing some sort of file manipulation on it with every request?
