I don't think he necessarily meant that the stealing was funny, but that
Gates found himself in such an awkward position that was humorous.

More than humorous, it must have been shocking to Gates that someone,
especially an official making a speech, would just come right out and
admit to the stealing and its benefit to his country.

I mean, one doesn't usually come right out and say they doing it!

You don't have to be an employee to not be amused at stealing software,
maybe people may find it funny because it happened to be Microsoft but I
don't see how stealing a fellow codes work is amusing.
