There are a number of things your not saying, are you browsing this from the
server using IE on the server or are you using a remote computer to browse
the webpage?

If browsing from the server there is very tight security in place and the
website domain or ip needs to be added to the safe list.

If browsing from a remote site, have you tried going into IIS and seeing if
the directory is pointing in the right spot, and that the required settings
are correct. It sounds very much like the IIS settings are not correct, and
you may need to go to www.microsoft.com and browse/search for known issues
in setting up IIS to get the settings correct.

There is not enough information for us to help you, it could be a DNS issue
and the IIS is not getting the correct QDN from the DNS or it could be that
the website in IIS is not accepting the QDN as setup in the settings of that
website.
