Yes, the name-value pairs should be separated by semi-colons, like so:

   Content-Disposition: attachment; filename=genome.jpeg;
     modification-date="Wed, 12 Feb 1997 16:29:51 -0500";

However I don't know which browsers honor other parameters. It's  
probably a gamble to rely on it.
