Can other please confirm this:

On CF7, datasources (at least for Oracle) ignore the the "disabled"
setting, allowing connections even when they are supposed to be
switched off. This was not a problem in CF6.

This really makes maintenance a pain, since instead of throwing the
nice "datasource" disabled" error that a page can catch, the
connection just times out if the DB is undergoing maintenance (and
that takes forever).
