Having been a part of a company that produced products dependent on MS releases, I think that is a bit harsh. Chasing the release features of Windows and Office can be a very daunting task. If you start developing/testing early in the Beta cycle, you run the risk of developing around a feature that gets removed or changed. If you start later, you run the risk of not being ready for the release.
