RDS doesn't use a specific IP address, it simply relies on the web server.
Requests that meet a specific URL pattern (/CFIDE/Main/ide.cfm) are
processed by RDS instead of the rest of CF.

So, the problem is most likely caused by some problem in your web server
configuration. What web server are you using?
