I have gone down this road before. It is quite a task to be able to access the bureaus directly anymore. They require alot of auditing and hoops to jump through. I ended up purchasing a software package (http://www.realsol.com/about.html) that managed the downloads and had a web service built into it which I accessed via CF. I then wrote the code that parsed the reports and made various decisions based on them.
