It's a long shot, but could there be a Policy in effect that
is changing the expected behavior?  AD gives you some
pretty fine-grained control... *shrug* =]

What about adding them to the same group?  Something
like that?  Seems hackish tho...

A setting in IIS?, is the only other thing I can think of.
