What settings are you talking about?

Is there a single file, or a folder? 

Do I have to reinstall all my plugins as well?

No need to uninstall at all....just install 3.3 to a new folder and copy
your setting over.  That way you have the best of both worlds - both
installs are there for you if you need one or the other.
