The hash character is a URL metacharacter. You need to escape it before it's sent from the browser to the server. If you're generating the page with the link/form action/JavaScript redirect/etc, you can do this with CF using the URLEncodedFormat function. If you're writing a GreaseMonkey script that will only run within the client, you'll need to use the JavaScript escape function.
