It appears ever since cf 4.01 came out cfmail has no clue what the
correct TimeZone is on any of my unix machines and one of my NT
machines. Now the gettimezoneinfo() tag returns all the correct info,
so cfserver DOES in fact know what time zone its in. But cfmail keeps
creating Date headers with +0000 as the timezone, so email clients
try to correct that and of course throw the emails time off.

 Setting the TZ variable is even done before invoking cfserver, to no
effect, and like I said, gettimezoneinfo() returns the correct info.
SO I am puzzled as too why cfmail keeps putting the WRONG timezone
info into the mail header.  ANY info would be helpful!
