Very true, but there is no way of "forcing" a user to open a document in 
Word.


You can try adding a no-right-click javascript to the page too.  That'll 
make most non-technical users use the open-link command rather than trying 
to do a save as.  However, like you mentioned, if you have "confirm open 
when downloading" disabled in Microsoft Explorer, it'll still bring up the 
save as screen I believe.
