I may be able to help you out with a nice package includes CF, PHP, MySQL, HELM Control Panel, SmarterMail Webmail (includes POP3) and SmarterStats for reporting. Depending on the size of your email list and content your best bet would be to sign up with Constant Contact. But if your just sending out updates in simple emails I can set something up for you.
