The Admin API lets you check a few things, but doesn't let you do the verify option that you have in the cf admin. That may be a good addition to the api.
You could always do a cfmail w/ a try/catch in onApplicationStart. You could mail to some dummy account that gets auto-emptied. That seems a bit hackish though.
