Interesting. To confirm, you are on Windows XP, right? I'm on XP and I see the following:

I expected to see an error message output. If you have reinstalled CF8 (without encountering an errors) and you still don't see your logs directories then something is not right. Is Windows configured to show hidden and system files and folders? Are you choosing a custom installation directory?
