I saw several people jump on the "free" part without actually answering Pete's 
original questions:

The details are taking longer to iron out than many people would like but the 
intent seems to be allow CF to be used by students and institutions for the 
purpose of learning/teaching CFML. Much like Flex Builder is free for academic 
use.

The program is intended to apply to CF8. It just hasn't been finalized yet.

I think Adobe were hoping to not only announce this at CFUNITED but have the 
program in place so academic users could go ahead and download and use it for 
free a couple of months ago.
