Kind of weird for sure. How about trying to store the contents of the
include file into a local var, and then use that in the body of the
email.

        <cfinclude template="textEMAIL_BODY.cfm" />
</cfsavecontent>

 <cfmail
     to="somebody.somewhere.com"
     subject="Just a quick test"
     from="[EMAIL PROTECTED]"
     failto="[EMAIL PROTECTED]">
#email_body#</cfmail>
