I've had this issue before.  The way I solved it was to not use CFHTTP.  Since 
you are using a winbox, this method should work fine.

<cfobject action="Create" name="objSrvHTTP" class="MSXML2.ServerXMLHTTP">
<cfset myURL = "http://google.com";>
<cfset temp = objSrvHTTP.open("GET","#myURL#")> 
<cfset temp = objSrvHTTP.send("")> 
<cfset myResult = objSrvHTTP.responsetext>
