I figured it out!   Or these guys did...

cfx.jar is installed someplace that's NOT in the classpath in a
multi-instance install.

Why, I have no idea.  But I added

C:/JRun4/servers/cfusion/cfusion-ear/cfusion-war/WEB-INF/lib

to the class path .. and all works now.
