Hmm... that's an unusual request. Usually you want a video to conform to your site's design.
That said, you *might* be able to do it with FFMPEG. FFMPEG can do a LOT of things, plus, this grid says FFMPEG can read FLV files: http://ffmpeg.org/general.html#SEC4 Get the size however.... I'm not sure. I haven't had a reason to work with that sort of thing, so I've never researched it. You'll have to dig around a bit to find out. Hope this helps.
