Yes. In any case, you shouldn't be using Windows Server 2000 for production, and therefore you shouldn't be using XP for development of IIS-specific functionality within web sites. If you don't need IIS-specific functionality and want to continue using XP, you should use Apache. If you do need IIS-specific functionality, you should ideally use the same server platform for development as you'll use in production - VMware and VirtualPC make this very easy, of course.
