Confirmed broken I think - congratulations, you've found a bug in ColdFusion :-) I'm on 64bit SuSE Linux here, so used the CF9.0.0 installer for that O/S - file not found in FireFox. Change the 'file' patch in CFCONTENT to a much smaller file like "/etc/hosts" and it all works as expected.
