If there is absolutely no logic / programing needed then you should be able to convert it to a HTML page. But if it requires anything to do with setting variables etc., then you will need to convert it to PHP or ASP.Net or something else.
But as others will tell you and I am sure you are aware, the extensions will need to change as well.
