I disagree that ? means garbage data, and I say this because I spend a good 2 months trying to solve this problem. And the thing is that the reports that I tried to use them on, as Paul K as mentioned will work in both HTML mode, as well as Flash Paper mode with no issues. But as soon as you need to generate a PDF with the same data it won't work.
This is exactly why Adobe has identified this as a bug.
