I would think not.  Just because you alert the Department of Transportation
that a stop sign is missing are you liable because you told everyone about
it??? You are not liable for pointing out someone else mistakes.  I could
tell someone that a bank is open and there are no security guards.  Am I
liable if they go and rob it.  I think not.  What people do is their
decision.
