Ray, The next sentence in the documentation starts with "This isn't required". Based on Matt's advice, I also added a page to the documentation detailing all of the options for custom tag use (CustomTags folder, This.CustomTagPaths , CFIMPORT, CFMODULE).
I prefer This.CustomTagPaths as well.
