CF 9 will work fine on Windows 7 Home Premium. This version of Windows
includes IIS, if you want to use that, and is identical to
Professional in all the ways that CF cares about.

Like Cutter said, you need to run the installer as Administrator.
Upgrading to Professional won't solve that problem - it will just let
you join a domain, etc.
