Loading CF and SQL on the same box (for dev/testing), I'd say about 6+GB of RAM. I usually give about 2GB room for the OS (just 'cause), then I'd say 2 for CF and the rest for SQL. I don't think they have a 64-bit CF 7, but you will need a 64-bit OS to utilize all of the RAM. Don't forget, CF only allocates 512KB out of the box, so you'll need to update your jrun config accordingly.
