Found a solution that overrides the problems with IIS not serving up the
missing template handler from the CF administrator. Put this in the
application.cfc file:
<cffunction name="onMissingTemplate" returnType="boolean"
output="false">
<cfinclude template="404.cfm">
</cffunction>
