I know this thread is old, but I just ran into a similar situation. I upgraded 
from cf9 to cf10 on a windows 2008 R2 server. We use windows authentication on 
the site, but have some subfolders set to anonymous authentication. The problem 
lies in the fact it still tries to use the windows authentication, but when 
accessing .cfm files. When accessing the folder without specifying the file 
(ie. http://sitename/foldername) it displays the contents of index.cfm without 
a problem, but tack on the index.cfm (ie. http://sitename/foldername/index.cfm) 
and it askes for a login to access it.
Any ideas on this?
