Kinda hacky, but:

Use a db table/column for misc crap, or hell, even a server variable, and save 
something called:

lastRow, 1

Do a SQL to get 250 addresses starting at row lastRow.

Process your mail.

When done, set lastRow to lastRow + 250.

All of the above would be a CFM hit via cfschedule.
