You might want to look into PreserveSingleQuotes()

Also, your SQL probably won't work;
INSERT INTO myTable (stuff)
VALUES ('#PreserveSingleQuotes("'")#')

SQL naturally allows you to escape single quotes by doubling them, so if you
want to do it without CF
VALUES ('''')
