CF takes the time from the internal clock, so if you're running on EST, then
the return from GetTimeZoneInfo() will return -5 hours and whether you're in
DST

If you don't turn on DST (or BST in the UK) on the server, then you'll have
to handle it yourself

Also, GetLocale and SetLocale will allow you to change the time zone
