Go into the registry,
HKEY_LOCAL_MACHINE\SOFTWARE\Allaire\ColdFusion\CurrentVersion\Server and
change the value UseAdminPassword from 1 to 0.

Go back to the administrator and refresh the page.

Don't forget to reset the checkbox Use Admin Password (sic) in the
administrator.
