Sorry about the delay...been gone a couple of days.  it depends on the time.
If you look in the IMAIL book, the is a registery setting to increase the
number of smtp32.exe connections, which is how many messages it can process
at one time.  I have that set at 100.  When you first start the send, Imail
will open just about all of them, but after CF stops dumping mail into the
spool, Imail slows down to about 15 - 25 every time.  I overcome this by
manually sending additional messages with the queue viewer in Imail which
will start another smtp32.exe instance.  I usually pump those up to 75-80 at
a time, that way the best I can figure is you send around 100 messages a
minute, depending on the size of the message and how long it takes to find
the domain.  

As for delayed responses, I have seen mail servers send back undevs up to a
week, and sometimes longer, after all of the messages are emptied out of my
mail spool.  So that you something you have no control over.

How long is it takiing from the point where you start running the query 
until the final mass of them is delivered in your scenario...

We found tuning things and breaking it into blocks allows us to do it, 
but the turn around on things getting to the users might not happen for 
a day or two :)
