You could use a PhotoScripter / Photoshop / Mac solution. Info can be found at http://www.mainevent.com/photo.html (but not info on how you would integrate CF). You would create applescript code snippets and piece them together based on the user's options.
The user's form submission could generate an applescript, and drop it in a watched folder on the Mac. The Mac could execute the applescript in Photoshop and write a uniquely named jpeg (the name could be in a session variable on the CF server). There would be a learning curve, especially if you have never used a Mac, but a (inexpensive) solution could be implemented. (Under $600 - $800).
