Once you've joined the Oracle Technology Network, you can get it at:

http://download.oracle.com/otn/nt/oracle8i/win817client.zip

(It's huge, 213 MB and you won't even need most of it but I've never
found a smaller download....)

If you're a member of the Oracle Technology Network, you can just
download the full version of Oracle, and just install the client!
Honestly, I don't know where the client software is, either.
