add a line break using #chr(10)#:

or, the really slow method:

you only create a new file on the first record - so do an append if you're
doing record 2+

<cfoutput qurey="hello">
    <cfif currentRow eq 1>
        <cfset action = "WRITE">
    <cfelse>
        <cfset action="APPEND">
    </cfif>
    <cffile action="#action#" file="test.txt" output="#fname#,#lname#"
addnewline="Yes">
</cfoutput>
