There's only one solution. Invite the end users to the client's office, where they can use the client's computers to view the PDF. Seriously, if you distribute it electronically, it's distributed. There is no way to prevent someone from accessing that data. You can make it more difficult for casual users, but that's it. Even for them, there's not that much you can do without inconveniencing them to the point where they don't want to view the content.
