Yes, you can, but usually you don't want to. To do this, you need to download a separate tool from MS, if I recall correctly. Or maybe it's in a resource kit. In my experience, however, this hasn't been necessary for optimal CF performance - you're better off letting the OS handle this rather than binding processes to specific CPUs.
