I fired up a macOS 8.0 and IE 4.5 ... connected it to the net through earthlink and came into my site that way. It failed the cookie test.
HOWEVER, a Netscape browser behind the firewall had no problem. Suddenly it seems like CF is having trouble detecting cookies on IE systems.
